Close run thing between the PS2 and the CUBE, but the PS2 Comes out on top, because as of yet there is only really one Final Fantasy on the cube, and its really actually more Secret of Mana 4 than a FF game, the PS2 Has Disgaea, Shadow Hearts1 and 2, Front Mission 4 (if the uk ever gets it), and the majority of squares main support hits the PS2 as does Enixs.
The xbox has only 3 actual RPGs but they are all pretty good if you like Western Style PC rpgs, they are Morrowind (too sprawling and boring for me) Fable (not tried it yet) and the excellent Knights of the Old Republic 1 and 2, but like most of the best Xbox games, there all on PC or soon to be in Fables case.
The Dreamcast/Gcube has an excellent RPG in the form of Skies of Arcadia definitley cube owners should check it out.

Yeah, Shadow Hearts kicks ass, I love it, but I think it was quite a cult thing. It wasn't played by a whole lot of people but that's what made it good.
I liked FF Chronicles, and don't forget the Cube has Tales of Symphonia, which kicks ass. The FF series has dwindled lately, but let's hope they get it back on track for FF12.
The Cube is probably better for RPGs now, but the PS2 definitely used to be better.
